This document appraises the value of three different approaches for NATO partnership reform. The authors write in favor of a "mixed" approach, whereby the partnership strand of functionality is complemented with both a regional and an organizational strand. They argue that such a model best fulfils the principles of internal efficiency, coherence and complementarity within the NATO partnership structure.
