This paper discusses Turkey’s role as an emerging aid provider in Somalia. What’s significant about Ankara’s involvement is 1) its readiness to deploy staff in the field, despite the security risks involved; 2) its deference to the Somali government’s insistence on “national ownership”; and 3) its parallel engagement in the security and private sectors. The latter approach, by the way, has raised critical questions about the coherency of Turkey’s peacebuilding strategy and whether it will endure domestic pressures at home.
