This paper focuses on the problem of weak intellectual property (IP) literacy among Canadian innovators, which requires capacity building in three areas – 1) raising literacy levels among innovative IP start-ups and small and medium-sized enterprises (SMEs); 2) ensuring access to affordable and relevant legal services for IP start-ups; and 3) boosting IP strategy expertise among IP lawyers. To help build these capacities, and thereby strengthen Canada’s global competitiveness, the paper’s author provides a comprehensive set of recommendations for each target area.
