This study analyzes 1) the extent to which Western Balkan countries are fulfilling their commitments under the Berlin Process, and 2) how their compliance is affecting their attempts to join the EU. More specifically, the paper's authors focus on the implementation challenges faced by civil society and others in two areas -- regional cooperation and the resolution of bilateral disputes, and the creation of a Regional Youth Cooperation Office. Finally, the authors provide recommendations on how the EU, Western Balkan countries, and civil society organizations can nudge the Berlin Process forward.
