This analysis outlines the main security challenges facing the “interlinked geopolitical ensemble” that comprises Europe’s southern neighborhood. While state failure, terrorism, piracy, organized crime and uncontrolled migration continue to trouble the region, the text’s authors believe that recent military-strategic developments rank higher on the threat spectrum. To deal with the latter problem, and help harness the area’s economic, demographic, and energy potential, European organizations and states will have to pursue a sophisticated and proactive policy mix.
