This paper examines the politics surrounding the development of European rights by focusing on what the author considers the key right of EU citizenship: mobility. The author charts the concept of EU citizenship, the political justification for extending free movement rights to all member state nationals regardless of economic activity, and the transformation of European integration from an economic to a political phenomenon based on individual rights. In regard to EU citizen rights, the author also lends his hypotheses toward understanding the jurisdiction agreements and bargaining processes that occurred within the EU sphere.
