This paper focuses on the initial decision of individual states to develop vast oil and/or gas reserves once they discover them. In the context of Central Asia, the authors identify motivations for states to privatize or nationalize their energy sectors. They also discuss states' decisions to involve the international community either directly or indirectly in the exploitation of energy reserves.
