This paper analyzes the way in which policymaking processes and political institutions affect public policy. The authors develop a framework based in transaction cost analysis and discuss Argentine policymaking. They conclude that institutions do not affect outcomes directly, but rather through their impact on the process by which policies are designed, approved and implemented.
