This paper investigates trends in the relationship between state structures and criminal actors in Central Asia, with a particular focus on Kyrgyzstan and Tajikistan. In particular, the study explains how criminal actors and organizations arise in states with a weak central power and what effect they produce on the functioning of the state and society.
