This paper identifies and analyzes local stakeholders in the Participatory Environmental Management (PEMA) program in the Kasyoha-Kitomi forest landscape in Uganda and the South Nguru forest landscape in Tanzania. The authors explain that the overall objective of the PEMA program is to pilot and promote an approach to the management of natural resources in two high-biodiversity forest reserves and surrounding landscapes that reconcile the conservation and development interests of multiple stakeholders at local, national and international levels. The paper explains that the stakeholder analysis enhances the understanding of the complex picture of different interests attached to the forest landscapes and the local people that directly or indirectly benefit from the services provided by the forests.
