This paper analyzes the Paris Declaration on aid effectiveness from 2005. The authors discuss the combined advantages and disadvantages of both budget support and decentralized aid administration for enhancing aid effectiveness. The paper states that budget support and aid administration alone are not sufficient, and that more realistic political economy perspectives on the harmonization and alignment of aid must be taken into account.
