This paper uses the framework of cost-benefit analysis to identify some of the issues that need to be addressed in order to answer the question whether the US is winning the war on terror. The author argues that the most difficult issue is that there is no accepted definition as to what constitutes victory or success and that there is no way to identify the ultimate benefits. The paper concludes that the costs of the war on terror have been many and the benefits few.
