This paper discusses the relation between EU enlargement and deepening in connection with social policy. The author argues that that EU widening and deepening are not causally related, separately determined or shaped by supply and demand for geographically expanding the common market and community institution building. The paper concludes that modest institutional reform in the area of the EU’s social policy has historically been weakly associated with the Union’s enlargement.
