This roundtable report focuses on security sector reform (SSR) and the lack of a strategic plan to guide its implementation. On the public-private side, participants raise concerns about the involvement of private security companies (PSCs), arguing that in terms of regulating PSCs, the largest and most well established companies themselves support regulation as it helps legitimize the industry. On the other hand, PSCs are said to be employed to do jobs that governments do not wish to get involved in, and this political utility could also be a reason for the slow pace of regulation.
