This publication examines the susceptibility of developing countries to insurgency by drawing generalizations from the Indian experience. It first identifies the relevance of the Indian experience and builds a model for understanding Indian insurgency. The author applies variables such as inaccessibility of an area, strength of separate social identity of the population and external influence for measuring insurgency propensity. The paper concludes with recommendations for counterinsurgency strategies.
