This special issue of Strategic Insights focuses on North Korea and the problems its policy agendas have caused for some of the neighboring countries in Northeast Asia and the US' relationships with them. The authors describe how North Korea is among the least understood countries in the world, despite the fact that its nuclear weapons agenda and the massive counter-proliferation efforts have led to a significant increase in international examination and analysis. The publication states that the core issues involved in assessing North Korea and its policies are the nature of the North Korean state, its heritage, the leaders' motives and how all such factors shape the nature of the country's policy agenda.
