This issue of Strategic Insights is devoted to the research of interim governments. The issue's chapters assess the impact of interim governments in Cambodia, East Timor, El Salvador, Guatemala, Kosovo and Liberia presenting a variety of interim governments that range from traditional domestic to full internationally managed transitional governments. The paper argues that the new interventionism of the international community, especially its commitment to nation building, raises fundamental issues of legitimation, restructuring, conflict resolution and the foundations of government.
