This paper addresses the EU’s European Neighbourhood Policy (ENP) and argues that changes to the ENP are needed to narrow the gap between the goals it sets and the expectations it raises on the one hand, and the results and outcomes it can deliver on the other. The authors argue that while further adjustments are still possible, it is likely that only the creation of the "EU Minister for Foreign Affairs" post envisaged in the Constitutional Treaty can help bring together all the tools required for an effective common EU policy toward its neighbors.
