This paper discusses the effects of the "special relationship" between Russia and the EU. With this special relationship the author refers to a subordinate partnership in which Russia is neither anchored by democratic rules nor fully excluded by Western institutions. The author explains why such relationships tend to produce negative effects and demonstrates the importance of decreasing the disputes and enhancing commitment and consensus-building.
