This paper examines the relationship between the Russian government and its defense industrial sector. It particularly looks at Rosoboroneksport (ROE), the main state agency for arms sales. The author demonstrates the influence of the Russian government on the defense industry. He claims that Russian foreign and defense policy is increasingly anti-American and anti-capitalist, which is reflected in the ROE.
