This paper examines the productivity of the US Department of Defense's biodefense research program. It is analyzed over a timeperiod of more than 35 years and coupled with changes in the global research environment since the events of 11 September, 2001. The author discusses the challenges of pharmaceutical development, risks in managing biodefense research resources, funding and participants.
