Publication

This paper discusses the creation of a Kosovar intelligence service. The author argues that a principled but pragmatic debate needs to take place on whether a service can in fact be established and on how issues such as the mandate, staffing and oversight of such a service should be handled. The paper offers recommendations in order to contribute to the debate.
