This paper identifies key stakeholders in the management of the Jequetepeque watershed in Peru. It analyzes the stakeholders' different interests and the issues which contribute to conflict and cooperation between them. The author examines the institutions through which access to irrigation water is established and argues that the design of payment for environmental services (PES) must be considered with a view to how the PES scheme may influence the institutions governing access to irrigation water, how these institutions are shaping access to irrigation water and influence the design options for a PES scheme.
