This paper argues for viewing the European Neighbourhood Policy (ENP) as a developmental and somewhat fluid process. The authors utilize a conceptual framework based on three geopolitical models and a series of different geostrategies employed by the EU in regard to its borders. The paper distances itself from fixed geopolitical visions of what the EU is about, and emphasizes the evolving nature of the EU and the ENP.
