This report focuses on the disputed idea of using public attribution (or even shaming) as a policy tool against those involved in the manufacture, acquisition, possession, and/or use of biological weapons (BW). In support of this theme, the text’s authors also explore 1) the role that forensics might play in establishing culpability in BW activities; 2) the difficulties advocates face in trying to convince others of the validity of public attribution as a policy tool; and 3) what might be done to improve this techniques utility.
