This paper discusses the causes, risks and consequences of worker displacement and describes the services currently available to ameliorate the situation for workers affected in the US. The author argues that for many long-tenured displaced workers, the greatest costs of job loss are lower wages following re-employment. He also argues that existing policies do not address this long-term reduction in income. The paper concludes by recommending policy changes to counter those negative effects.
