This issue of Strategic Insights examines the concept of preventive war, terrorist financing and North Korea's nuclear weapons program. The first chapter looks at preventive wars in relation to Iraq. The second chapter discusses the rise of the concept within military planning before World War I. Subsequent chapters analyze the challenges with terrorist financial networks and the motivations for the North Korean admission of its nuclear weapons program.
