This publication discusses the process of military reform in post-authoritarian Indonesia from 1998 to 2004. It outlines the government's attempts at reform and highlights the processes, achievements and failures. The author argues that the reforms were successful in the period from 1998 to 2002 but stagnated after that. The study goes on to identify the key factors for such developments as the fragmentation among civilian political elite, the nationalist-conservative ideology, and the institutional resistance offered by vested interests within the Indonesian armed forces.
