This paper presents findings of a research project on decentralization policies in Tanzania and the respective role of civil society organizations, focusing on devolution and political, administrative and fiscal decentralization. The paper introduces the setup of Tanzania's administrative structures, explores the role of civil society organizations and elucidates attempts to decentralization in different government sectors.
