This paper assesses the threat of a nuclear holocaust in the post-Cold War world. The authors argue that even though the newly independent states of Eastern Europe have eliminated their nuclear weapons and cooperation with Russia has improved, illicit trafficking in nuclear materials poses a serious problem. In conclusion, the paper suggests that a wide spectrum of policies must be implemented to challenge this threat, including stricter controls over nuclear weapons and fissile materials.
