This paper summarizes the findings of a workshop held at Stanford University in June 2003 on the intelligence problems the US faces in the areas of terrorism and nuclear proliferation. A key insight of the workshop is the recognition of the need to share relevant intelligence across agencies with a domestic and an international focus as well as between US and foreign intelligence agencies. Another view gleaned is that analysts should not use the US nuclear experience to draw inferences about a country’s motivations and decisions.
