This paper discusses the role of economic incentives in securing cyberspace. The authors argue that a policy for cybersecurity based on market forces is appropriate and unavoidable. They stress that the successful development of a secure cyberinfrastructure requires careful consideration of evolving technical, economic and policy issues.
