This report discusses measures to stop the spread of nuclear weapons to more countries and non-state terrorist and criminal organizations. The members of the study group call for the establishment of internationally verified minimum standards for the physical protection of fissile materials and for an international agreement requiring that countries only build new uranium enrichment plants if this has been reviewed and approved by the International Atomic Energy Agency (IAEA).
