This paper argues that the protection and advancement of US national security interests require a greater investment in alliances. The author states that the purpose of alliances in US national security policy must be fourfold: to generate capabilities that amplify US power, to create a basis of legitimacy for the exercise of US power, to avert impulses to counterbalance US power, and to steer partners away from strategic apathy or excessive self-reliance.
