This paper states that given the inherently technical nature of budget processes and their political function, they have often been characterized by a lack of transparency and scarce participation by external actors. The author points out that while civil society budget analysis and advocacy activities have expanded dramatically in Africa, Asia and Latin America over the past decade, no material has been systematically gathered on the impact of such work. The paper summarizes findings from a study seeking to fill this gap.
