This paper stresses the need to redefine US homeland security and reallocate the funding priorities of the Department of Homeland Security (DHS). The author further puts emphasis on deeper integration within the DHS, a revised national strategy for terrorism prevention as well as regional mutual aid agreements and networking systems that can provide an efficient way to build disaster management capabilities. The author also explains that the effectiveness of the investments in homeland security depends on the ability of the DHS to overcome its internal management challenges.
