This paper examines how environmental objectives are pursued by donors in a context where aid delivery mechanisms are changing. It discusses the advantages of general budget support (GBS) as an aid instrument, and states that other aid instruments, such as targeted assistance, can complement the GBS. New analytical tools should also be promoted, the paper concludes, if the scheme is to provide additional opportunities to assist national environmental programs.
