This paper underlines the important role of parliaments in delivering governance which is good for poverty reduction and democracy. The author points out that parliaments in developing countries tend to be weak and ineffective, and have thus been neglected and marginalized by donors. The paper identifies guidelines for donors seeking parliamentary strengthening, and organizations that work with these issues.
