This paper explores to which extent the benefits of tourism reach the poor and how their access to the tourism value chain can be enhanced. The author states that diagnostic tools applied to product value chains can usefully be applied to the service sector, including the tourism industry. Value chain analysis, the paper says, can be adapted to address poverty as well as business prerogatives.
