This report proposes action steps to be taken in the 24 hours following a nuclear blast in an US city. The authors underline that prevention remains the best protection against nuclear terrorism, but that at the same time the federal government needs a realistic response plan which marshals the resources of all the agencies and includes an exercised command structure. Further topics include the long-term radiation exposure, emergency planning and the continuity of the US government.
