This paper asks under which circumstances the tourism sector delivers significant impact for the poor and when the pursuit of "shared growth" is a sensible investment. The author underlines that tourism can have important pro-poor impact, which can be strengthened by deliberate public policy interventions. The paper also identifies three distinct pathways through which tourism can affect the poor.
