This waiver details the problems connected with negotiating Economic Partnership Agreements (EPAs) for trade between the EU and the Africa Caribbean and Pacific (ACP) states. The author points out that EPAs will be very detailed agreements, even though discussion of these details has barely begun. Further, the paper warns that Namibia could find itself paying in taxes to the EU four times as much each year as it receives from EuropeAid. Solutions can be found, the author claims, but only if they are sought.
