This paper describes how the proliferation of missiles is commonly viewed as one of the most pressing international security issues and has been a key concern in the arms control and proliferation debate over the past decade. The author details how such issues have occurred at the same time that global apprehension about the horizontal spread of weapons of mass destruction (WMD) has also increased and how the two issues have become closely related in formulations of potential threats, as well as in existing attempts to regulate the spread of missile technology and parts.
