This paper discusses the negotiations on Economic Partnership Agreements (EPAs) between the EU and the African, Caribbean and Pacific (ACP) group. The author argues that disagreements in the process revolve around the characteristics of a post-2007 development regime with the EU. He also argues that EPAs will create winners and losers in the ACP and that they must be integrated into development and regional strategies if they are to have a positive effect.
