This paper discusses why and how civil society organizations (CSOs) can engage more effectively in policy processes in international development. The author describes opportunities and challenges facing the CSOs and focuses on why evidence matters for their work in international development. The paper concludes that better use of evidence by CSOs would increase their policy influence.
