This paper discusses universal access to HIV/AIDS prevention, treatment, care and support. The author argues that insufficient alignment and harmonization continues to limit scaling-up to universal access. The paper concludes that without mutual accountability among all stakeholders, lack of harmonization will lead to further loss of lives.
