This paper discusses the question whether WTO rules restrict developing countries' ability to implement development policies. The author argues that the principal areas where trade agreements do or may restrict countries are tariffs, agreements on Trade-Related Aspects of Intellectual Property Rights and investment. The paper concludes that some space for policies has been closed by WTO agreements.
