This paper discusses the role of sanitation and hygiene (S&H) in development. The author argues that if poor households in developing countries are to be better served, the case for increased investment in sanitation and hygiene should be taken beyond water policies and institutions. The paper concludes that opportunities exist to take the case for more investments in S&H to a wider development audience.
