This paper addresses the nature of security sector reform in Turkey, the problems and challenges therein and the impact of reform on the security system. The paper discusses special features of Turkey's security system with a focus on the civil-military imbalance and reviews direct and indirect approaches to reform it. Subsequently, the paper identifies challenges to Turkey's security sector reform and outlines developments in the non-military security sector. The paper states that the momentum for change has been created by Turkey's commitment to reform according to EU conditionalities combined with strong democratic mandate.
