This report discusses the privatization of warfare and the impact on the human security of affected civilian populations. The contributors pay particular attention to the delegation of military and security tasks to private companies in Afghanistan and Iraq. The report states that the frequent occurrence of controversial actions and even occasional human rights violations by such private military and security companies (PMSC) calls into question the responsibility of states supporting the conduct of PMSCs contracted by them. The contributors hence seek to illustrate the various options that exist under international law for holdings states responsible for the conduct of deployed PMSCs.
